The third example is from Korea. President Park promoted a heavy industry policy from the year 1 to 30. Observers, including the World Bank, other banks, and representatives of the U.S. government judged that the president enforced the policy without having facilities and power for heavy industry in those days. New organizations were established. Oil crisis, inflation, and other problems arose in the 1970's, particularly in 1978 and 1979. Under these circumstances, the political situation became unstable, and President Park was killed. In the 1980's new industries were built upon those foundations. Since then, South Korea has developed much faster than North Korea. From an overall point of view, the development could not be achieved without the power of the nation as a whole, though President Park was not a democrat.
Owing to issues relating to democracy, the U.N. cannot carry out operations, unless countries agree with each other to a certain extent. in cases of emergency, for w ample, if North Korea attacks South Korea, it is only the U.S. that can take action, I presume. Of course, South Korea has its own forces. However, if China takes military action in the South China Sea, only the U.S. might be able to protect again. t it, or keep peace in countries that consider attacking China. I was involved in politics in Washington during 1993 and 95, unfortunately; I realized that I am not so strong in politics After all, the interest of politicians lies in whether they can survive after the next election or not. Also, the interest of corporations lies in whether their business will be in the red or black. Though it is all right being in the red, prolonged deficit will result in bankruptcy. So do politicians. Politicians try hard to be elected in the next election. In some cases, therefore, they consider the interests of the nation less than their next election. Rather than causing a strong impact in such an unusual, transient situation, we should deliberate over boy we should develop proper policies for the world, by considering the whole. We need to consider how to build a consensus among countries, not only within each country. We have lost clear goals, particularly now the Cold War is over. We also face lobbies and problems of the media, as Mr. Akashi referred to.
